Legal Question in Personal Injury in Texas

Are school districts "Immune" from liability in motor vehicle accidents?
My school district has buses that go up the hill that I live on. The hill is very steep and there is another road that is behind our street that is less steep and is easier to navigate. We would prefer that this route be taken as no children are let off on this street.

We have small children on this street and the buses have to go into low gear as they get up enough speed to make it up this hill. Our concerns are that a child could be hit by the bus as it speeds up the hill. I talked to the persons in charge and they have stated that they are using this route to "Save the district money in fuel", rather than use the less dangerous road behind us. They say the district is immune to any lawsuit that might come about due to any accident that may happen and that they would also not be held personally liable even though they are aware of the potential problem.

Do you know if they would be held liable?
