Is there a specific law regarding tortfeasors

Is there a specific law that protects the public regarding a tortfeasor. Like.. article so and so in texas state law states that...etc etc etc.

There are a multitude of specific laws that protect the public against tortfeasors, but I have been unable to cite to the court -- "etc., etc.,etc.".
