In Texas, does the Plaintiff need to serve the Defendant a 2nd time if an extra Plaintiff is added to the lawsuit?

Yes; but if the defendant has filed an answer in the lawsuit you can serve his attorney by fax or mail. If the defendant does not have an attorney, then serve the defendant by fax or mail. You do not have to get a new citation or use a process server once a party is served in a lawsuit.
