Legal Question in Personal Injury in Texas

My wife had a nasty fall as an inmate at Mt. View unit in Gatesville, tx.requiring reconstructive surgery with metal implanted in her elbow. Two weeks after her injury, she was finally treated. She was mixing chemicals by direction without proper footware by the unit. Does she have a case for premise liability or negligence or personal injury from a safety hazard? We have taken no action but my complaint to Office of Professional Standards. Please help us.
