legally when talking about a medical condition caused by a drug what is the difference " between likely secondary to" and "was caused by"

"likely secondary" means they don't know for sure but think that the condition is possibly connected with the person having come down with another disease, which was primarily caused by the drug in question. "caused by" means a direct connection to having ingested the drug.
