administrator over an intestate estate
friends of mine just passed away.The wife in Aug.'06-the husband Oct.'06.No will!I need an application.

Do you need to open a proceeding? If they owned real estate or if a bank is requiring a court order, probably so. I charged $1,500 for the last heirship proceeding I did in probate court and you should really call an attorney to help you since it would be much more cost effective for the heirs. Keep in mind that if a non-attorney tries to help the heirs, it is a misdemeanor and he or she could be charged with the "unauthorized practice of law." FYI - A non-attorney can help himself or herself in a legal proceeding, but a non-attorney cannot represent another.
