Is an Affidavit of Heirship used by creditors to pursue collection of deceased debts?

Its primary purpose is to clarify what was or is to be distributed to the heirs when a decedent dies without a will. For example, title companies rely on it to distribute funds in the sale of property and banks rely on it to distribute funds that are in a bank account with no designated survivor. However, I can see that a creditor might want one to pursue the collection from estate assets.....
