Agent Referral

I was working with a client that I met at an open house here in Texas. His sister, a real estate salesperson in California without my knowledge sent a request for a referral fee to my broker here in Texas. This request was hand written, did not have a set fee request on it and was not cosigned by her Broker. My company says I owe the fee, but since there is no other supporting documents, I have neither signed nor replied to her request at anytime in writing or by e-mail or fax, do I in fact owe this referral fee!
