Legal Question in Real Estate Law in Texas

My appraised value went from $12,000 in 2008 to $89,900 in 2009 & 2010 for no reason at all. I did not file protest in 2009 because I missed the deadline. Appraised property value was reduced from $89,900 to $24,500 after talking to chief appraiser, can I file for a refund for tax paid for 2009. Tax went from $$1700 to $484 after appraisal review board hearing in 2010.
