City Obligations to Constituents

If a person lives within the city limits is that city required to provide city water and city sewer to the person? If so how may I receive this information in writing?

Generally speaking, a municipality must extend utility services to each qualifying residence within its service area, which may or may not be within the city limits.

There are minimum requirements for service such as appropriate pipeing, etc., but if the service is to code then provision of utlitities is required by law. The municipality must provide service only to the lot line; downstream of that point is the homeowner's responsibility.

This information is found in the ordinances creating the municipal water service, and may be somewhat obscure, but can be found with the help of the city clerk in the city ordinances.
