city ordinance 3129 deer park texas
this states that a no person shall park anywhere on the front yard of a residential lot except in the garage or driveway for more than 4 hours. several properties have a easement in front and side of this property which is city property can a person park there legal.

An easement is the right to use someone else's property. Simply because the city has the easement doesn't mean it is necessarily available for public use. You would need to read the easement in the title records. Most likely the easements are for use by utilities and would not allow public use for parking.
