Legal Question in Real Estate Law in Texas

Code violations

I am lien holder on real property which maybe in violation of city codes, i.e. (dumping of debris on public land which borders the property & suspected drug activity) by the current owner. Can this property be condemned and/or seized by the city? If so what are my legal rights? What actions should I take, if any at this time?
