Condemned house in neighborhood

The property has recently been vandalized and the door is open, inviting who-knows-what. The city says that ''their hands are tied,'' because the taxes have been paid. Is there not anything that can be done? Owner has disappeared, even relatives don't know where he is. I think something fishy is going on. Is there any way to compel the city to answer why they can't take over a condemned property?

You need to find out who owns the land so you can then look for local and state laws that require owners to maintain their land. That is the starting point. You will need to show that the owner is not in compliance with a law, unless you have been personally harmed such as someone living in the building has attached, scared or stolen from you.
