Damages done to vehicle during apartment painting.

My 2002 Dodge Caravan is covered with overspray from blue paint that was used in painting the apartment complex where I live. If I am to take someone to small claims court over the damages and cost involved in fixing who is liable, the contractors hired to do the painting, or the apartment complex who never gave residents notice of the upcoming painting?
