Is the amount of money shown as the sales price on a deed always the true and exact amount paid for the property or could the buyer and seller have some type of ''side agreement?'' If so why would the parties do that?

No, deeds often recite "$10.00 and other good and valuable consideration" instead of a sales price. They do that because what property is sold for is none of your business.
