I have an abstract of judgement against this man and he passed away and the property changed hands shoul this judgement have been paid when this took place

Yes. You can make a claim against the new owner's title insurance. If you need legal help, the title policy should cover legal expenses if your claim is valid.

It depends on what your lien was attaching to. A lien wouldn't attach to a homestead. If the person who inherited the property also had a homestead right, then the lien also wouldn't attach (for example, a surviving spouse could still claim homestead.)
