Enforcement of state property codes

I have read the Texas property codes applicable to my condo, but the condo Board refuses to comply with requirements (annual audits, access to records, etc) after I provided copies and made several requests. The Board's position is that they are not attorneys and do not believe that these items must be done. They simply refuse to comply with the code.

I am inquiring about the steps (legal and otherwise) available to get this property code enforced? Do I have to hire an attorney and file suit or is there state enforcement assistance?

South Padre!! Well, a private attorney is generally the way property disputes are handled. However, we all know that South Padre is different than many places and if you purchased a time-share for vacations or something of a vacation condo, and if you think you were deceived, perhaps you would be able to convince the consumer protection division of the Texas Attorney General's office to take an interest.
