Legal Question in Real Estate Law in Texas

My neighbor recently constructed a new fence. During his digging, he cut my electrical line. and I lost electricity to my home. I had to hire an electrician to repair the problem costing me $1500. When I approached my neighbor about repaying me because I thought that it was his fault, he refused. His defense is that they obviously mismarked his property. He admitted that while digging, he knew that they had cut my utility line becaue his worker received an electrical shock. I want to take hime to small claims court but before I do, I wanted to ask a legal expert if I even have a chance at winning my case? Thanks
