fire turned some of neighbors property

My fiance was burning a pile of debris and it caught his neighbors' old shed on fire with some tools, a push lawn mower and wood they say they were seasoning. They want 5,000, but as old as everything was and only a few tools like old rakes, shovels, etc. he believes that is way too high. His home owner's ins. will not pay. What to do?

Pay them what he thinks it is worth. If they demand more, they can sue him in small claims court and it will be up to the judge as to whether adequate funds were paid. Have evidence as to what the true value would be.
