Flooding

My neighbor built up his yard 2ft and now it floods my yard everytime it rains. I am worried about my septic system and my home if it keeps flooding my yard out. Does he have the right to do this?

No. According to the Texas Water Code s.11.086, no person may divert or impound the natural flow of serface water...that damages the proeprty of another...... If he fails to correct the situation, you can sue for damages.
