Frivolous Real Estate Lien

In the State of Texas, what is the penalty for filing a lien on a property for work which was never done? In this case, the city claims to have removed weeds from a property and billed the owner. The owner can show that the city did not do the work claimed, and did not pay the bill. The city then filed a lien inappropriately. What are the penalties for the filing of such a lien? Realistically there probably isn't much you can do other than get the lien removed, but that would be good. Having an attorney involved should get better results.
