Not all homeowners included in association
Can a homeowners association exist when not everyone in the subdivision is included? For instance our lot is included but the lot right next door is not. Our home plans must be ''approved'' before we build but their home did not. Also, the home across the street is not included.

The answer is yes, if that lot was not included in the formation of the association.
