can you homestead exempt raw property prior to building a structure

Generally no, and I would have to research at what point in construction you could qualify. Building materials are not a home until the home is built but land on which a home stands is covered by the homestead provisions; I believe the limits are still 1 acre in town and 100 acres in the country.
