Who would the land
My grandfather died leaving land for my father and uncle to pay, My father would pay the taxes and farm the land however he passed and my uncle now wants my mother to sign it over. She has been paying the taxes with my father for the past 28 years. Does she own it now?

It depends on your father's will. If there wasn't one, his portion of the land might be split among all of his biological and adopted children depending of if there are any outside the marriage. If your mother paid taxes for all of the years, she would be entitled to reimbursement from uncle for his portion the taxes. In the alternative, she could sue for total ownership if she can prove up adverse possession of the property, but that would involve a lawsuit and she might lose.
