Landlord stalling on a/c repair, commercial property

My wife is leasing a commercial building, selling crafts, antiques etc. the landlord has been telling her for over a month that replacing the rotted air conditioners is in the works. meanwhile w/ outside temps around 100 degrees, inside 120 plus, my wife is near heat exhaustion every day working in her store and customers are walking right back out due to the heat! what options might she have against the landlord?

She can fix the ac herself and demand reimbursement from landlord. If landlord fails to reimburse she can sue in small claims court. She can't withhold rent to offset repairs.
