Legal Question in Real Estate Law in Texas

Is there a leagal way to bypass by-laws for condominimums? We have not reached a quorum in 10 years and would like to make changes regarding the property, managment company and present board members. Without a quorum the association cannot vote on any changes. How can we legally override by-law that were written in 1983?
