Can I file a lien against an individual' earnings for damageing my home that i had rented out to said person?

No. Only child support and taxes can be grabbed from wages before the employee gets control of the money. However, if you file a lawsuit against the individual, and obtain a judgment against the individual, you then can file paperwork to garnish the individual's bank account, which hopefully will include the individual's deposited wages.
