Legal Question in Real Estate Law in Texas

We live in a neighborhood that has a Homeowners Association with covenats that regulate what Homes as single family homes. Acouple of month back a house was sold to an individual that turned the home into a multi-family home for people with diabilities and had 8 people with 2 staff at the house now. it is a for profit buissness. I understand that the Fair Housing Act allows and overrides the HOA covenant and city guidelines? is that true and are there any cases the have gone to trial that would show some outcome of arguments. The HOA Board would like to sue for violating the covenant. thanks for your feed back.
