Lucrative house raffle

in Texas, is it legal to raffle a house for lucrative purposes? If the house to be raffle is not build yet (house would be build to winners specifications) is a bond necessary? All i could find on this matter is the not profit raffle and charitable bingo which does not apply. If legal what would be the laws and regulations regarding this matter? If not legal, is there a way to legally do something similar?

Check the gambling laws. This would fall under the criminal statutes.
