Mortgage Loan

My mother applied for a home equity loan she was not approved. The company has put a lien on the house for the amount of fees that were aquired to process the loan. Is this legal and is she required to pay fees that were not included in the first agreement with the company. The company state that is was a good faith agreement . I looked at the agreement and none of those fees are listed on the agreement. The company said she was approved but we were never told that she was or given a closing date. The last conversation we had with the loan officer was about sending my 70+ mother to take a test to renew a nursing liscence that she hasn't used in ten years in order to get the loan approved and we did not agree to that

The filing of a mechanics lien for this type of expense is not authorized, to my knowledge. I'd have to see the lien documents to say for sure.
