Legal Question in Real Estate Law in Texas

My mother home has gone in default due to taxes .

Harris County has set a hearing date for June 21,2010

They informed me that my mother you is mentaly disabled needs to write a letter of notice to reinstate and a letter of notice of hearing. I do not have a clue on how to do the above. I really need low or no cost legal help and fast.
