Legal Question in Real Estate Law in Texas

My neighbor had a broken pipe and went to turn off his water. Instead he turned off my water and couldn't turn it back on. The city had to come to turn it on and when they did, the pipe connecting to the meter was broken and I had to call a plumber to fix it. The pipe was obviously broken due to the fact that it was turned off and then on. Is my neighbor responsible to reimburse me for these repairs?

Yes.

Write him a nice letter telling him the whole story and telling him how much he owes you (attach documentation such as the plumber's bill). Give him a ten-day deadline. Then sue him.
