Parking Limitations by Homeowner's Assn

My child lives in a house near a major university. The homeowner's assn in that area has decided to issue parking permits (they issued 4 to a house with 18 students) and installed tow away signs. I can no longer visit my child if the drive is full (unless I park blocks away or on the grass) as I do not have a permit (neither does he). My question is: Can a homeowner's assn legally restrict parking on a public street, and arbitrarily decide who gets permits?
