if I've been paying taxes on a propery for 10 years does it become mine? how long before I can claim a property as mine? how does it become mine?

You can make a claim now. If you meet the statutory requirements as an adverse possessor, you can hire an attorney to ask the court for a declaratory judgment that "declares" you the owner.
