I have a property in Comal County, Texas which has surface water being drained across it form two other lots. Does Texas law protect my rights from the diversion of other lots surface water on to my property?

It depends. Did anyone change the drainage after you bought the lot? In other words, you're stuck with whatever the state of affairs was at your purchase, but if, for example, the neighbors changed the grade of their lots such that water now flows across your property when it did not before, you may have a claim. You'll need a lawyer and an engineer.
