Property line question
Generally speaking, if two neighbors both had surveys of their property taken (at different times) and they do not agree on the boundaries what is the remedy? Could one survey override the other?

No. If the parties do not agree on the boundary line. They take all evidence, including prior deeds to court and get a declaratory judgment from a judge as to the true boundary line. Before doing that I would take both surveys and prior deeds to each surveyor and make sure one didn't make a mistake - the cost of such a lawsuit will be in the area of $5,000 per side.
