I have posted and cleared property under the Texas homestead law and abandonment act for 2 years, along with paying association fees. What is my next step to obtain legal ownership

You're about 8 years short. The statute of limitations for adverse possession is 10 years. Then, to perfect your title, you will file an action for declaratory judgment that "declares" you the owner of the proprty.
