Legal Question in Real Estate Law in Texas
I want to purchase a parcel of land about 100 SQ feet from my neighbor via a deed, request an easement to run my fiber optic cables across his property. I was drafting a proposal letter to him when I found out his house was purchased by a bank about 3 months ago. How should I proceed with the bank and through what means?

You will have to do some investigation of who at the bank makes decisions on proposals like yours. (You may consider consulting a local attorney.)
