Legal Question in Real Estate Law in Texas

Real esate law..

My son is living with two other students in an apartment. The apartment has damage from the last storm that hit Corpus Christi, Texas. The owner gave the apartment complex back to the bank and no one is doing maintenance on the town home. My son did not tell me that the place sounds like it should not be inhabited by people until this week. No air conditioning, no maintence, the roof caved where do we start?
