My mother (living) and stepfather (deceased) owns propery that is now adandoned. I have attempted to take over the property (in my name) and received sign-off on the affidivant by 3 of the 4 siblings. The 4th siblings location is unknown. How can I obtain this property w/o the 4th sibling signature. Are my hands tied and the property lost?

You can get an undivided 3/4 interest from the known siblings now. Then, you can control the property for at least 10 years and take the other's interest by adverse possession. You will then be able to get a court order quieting title into you. Alternatively, you can partition the property and have a receiver appointed for the 4th's share.
