Real Estate owndership possesion

My father bought a house in 2002 and allowed our daughter to live in the house based on her paying the monthly payment on schedule. For the past 4 yrs she has not made a payment but her parents have been making the payments. Now the house has been vacated by the daughter for 3 months so the owner wants to sell the house. The daughter is saying that she has not been evicted from the house and that her rights have been violated. There have been no utilities for this house in the past 3 months also. What rights does the owner have and can he legally sell the house.
