Renewal rights of Tenants

My lease will expire the end of September. This past week, I went in to the office to renew my lease, and the manager told me to come by the week before my lease was up to sign the paperwork. The manager said they wait so long to renew leases in case some disaster or something occurred that would make them unable to execute the contract. Is the manager lying to me? I will have no guarantee that I will have somewhere to live until the week before my lease is up? Are there some kind of rights that I have as a tenant regarding renewal periods?

Carefully read your lease. Some of them automatically extend if they are not terminated 30 days before expiration. Many leases have clauses in them that convert you to a month to month tenant at whatever rate the owner wants to charge you. You have some leverage now because you can give notice that you intend to vacate. If you don't give notice,under the terms of the lease you may be waiving some rights of termination. There is no reason why the lease should not be renewed early, unless as you think the management wants to put pressure on you.
