REPAIR OF HOT WATER HEATER

I have had a continuing problem with no hot water, on average 3 times per week since January. I notified landlord via written request/voicemail each time, and maintenance re-lit pilot light in about 24 hrs each time. This occurred one weekend three times; landlord then decided to replace waterheater without notification about two weeks ago, leaving without hot water for three days. "New" water heater was actually old,and only provided about 3 mins of hot H2O in shower, and this monday stopped working altogether. I have left voicemail and written requests twice, with no response other than the maintenance man coming by yesterday to tell me " we are working on it and you still don't have hot water, hoefully it will be on soon." What is the proper way to approach this for quick resolution? I cannot go on without hot water indefinitely.
