Security Deposit

I broke a lease early in Dallas, because I was relocated. This arrangement was made when I signed the lease. I moved out on December 22, 1999 and hired a cleaning company to clean the apartment, because I left the state. The landlord is now saying that part of the carpet has to be replaced and he is holding my deposit. How long do they have to hold the deposit, legally. They have not provided me anything in writing or answered the dozen faxes I have sent them. HELP-please!
