can the state attorney general place a lien against my home if I have a homestead on my property and house?

No.

The Attorney General won't "place a lien against" anything; he will record a child support lien with the county clerk. It operates as a lien against anything you own that isn't exempt. Basically, the ONLY thing that's exempt from a child support lien is homestead (see section 157.311 et seq.).
