If my air conditoner in the apartment I rent is broken and its between 90 and 100 degrees out, how long does my landlord have to fix it?

No set rule. You can have it fixed and ask for reimbursement. If LL fails to reimburse, you can sue in small claims court, but you can't withhold rent as an offset.
