tenants rights and proper behavior from manangement
i would like to know if apartments are require to have proper amount of parking spaces per renter? how many laundry rooms are needed per renter? the last question what noise from constuction crews during my normal sleeping time. all these were taken away from me when i moved in and they said nothing about all these changes. they told there would be plenty of parking spaces for the renters. there is not. our laundry room was closed permently. and con- stuction started after i moved in on this apartment, and they said nothing to be about, before i moved in. now stuck in a lease and very unhappy.

You don't say what city you are living in. The cities usually have the number of parking spaces per tenant determined before the apartment is approved for construction. Check with the city. If the noise is during daytime hours, then I don't beleive you will have much luck stopping it. There is no requriement that there be any laundry facilities to my knowledge.
Constructive eviction
The city may and should have an ordinance concerning parking for the complex. You should carefully read your contract and see what it provides. With regard to the law, you might try a couple of different areas. These are things you should discuss with your lawyer:
