termination notice

My friend and I rented an apartment and each of us paid an aplication fee. We gave a 60 day notice to move out as required by the contract if we did not wish to stay there after our lease was over. but later we were debating if we should move or not. My room mate sign a cancelation form to cancel the notice without my knowledge. We moved out of the apartments when our original lease was up. now the apartments are charging for two months lease because he signed a form to cancel the 60 day notice to move out. If we both submitted an application to rent the apartment and I did not sign to cancel the 60 day notice to move out, should I be held responsible for the 2 month lease and fees the apartments are charging?

You should not be held responsible. Your roommate cannot bind you to a contract without your consent.
