Legal Question in Real Estate Law in Texas

I am in Texas. I had an agreement with my realtor on a 1.5% commission rebate. Unfortunately, no specific payment method was discussed at that point.

My agent plans to rebate me by contribution toword closing cost. However, the lender dis-approve the HUD because the total contribution exceeds settlement cost. The contribution was requested to be reduced by $2,000.

Is there any way I can get the $2,000? My agent told me it is illegal for her to refund me. Is it true? Thanks.

Yes. Licensed real estate agents are prohibited from sharing fees wiith non-licensed individuals.
