Water line rights

I purchased from mother 5 acres with two homes. After 20+ years of living on it she moved, and was selling it rent-to-own. The tenants were not paying for two years. I purchased the property/homes and through court evicted the tenants. Problem: the water line to my property crosses two other 5 acre tracts of land. A previous line fed the closest neighbors home and my property/homes, and the bill was split. The tenant ran a new line, but only to one home. The closest neighbor now wants the properties lines seperated, and all water lines off of their property. Want can I do about getting water to my property if they cut my line? Do I have rights to force them to allow my piping? The water meters are only available on the opposite side of the farthest land owner.

Speak with the Parish engineer about the problem. Off the top of my head it does not seem that you could be required to move the line if it were put in originally with the then-landower's permission.
